Grand jury returns indictments

The Claiborne County grand jury returned several true bills during its latest session on Dec. 11.
George Mark Alan Greene, 37, was charged with incest, statutory rape and sexual battery by an authority figure. Greene was indicted by the grand jury for allegedly performing sexual acts with his 13 year old minor child, as her custodial parent, from late May to early June of this year.
Chad Leland Kibert, 33, and Ray Douglas Kibert, 63, were indicted under the same bill for an Aug. 23 incident at the New Tazewell Mobile Home Park. The bill states the elder Kibert allegedly committed aggravated criminal trespass when he unlawfully came upon the mobile park property. The bill alleges Kibert also committed child abuse when he inflicted injury on a minor child between the ages of eight and 18 years.
The same bill states the younger Kibert allegedly committed two counts of assault when he injured a male victim and caused a female victim to fear for her physical safety.
Bobby Lyn Russell, 54, was indicted for a Sept. 7 incident in which he allegedly committed domestic assault and child abuse.
James D. Hamlin III, 38, charged with domestic assault, vandalism under $500 and simple possession of marijuana, was indicted by the grand jury for a Feb. 22 incident.
Under a separate true bill, Hamlin was indicted for the March 30 incident that allegedly involved felony evading and evading arrest, vandalism over $500, possession of drug paraphernalia, reckless driving, driving on a suspended license and violation of the registration law.
A third indictment alleges Hamlin vandalized property on Sept. 5 worth under $500. A fourth true bill indicted Hamlin for simple possession of marijuana and criminal impersonation occurring on the same day.
Ethan Wade Simpson, 18, was charged with three counts of especially aggravated kidnapping. Simpson was indicted for an Oct. 31 incident in which he allegedly utilized an apparent deadly weapon to coerce his three victims into submission.
Under a separate true bill, Simpson was indicted for five counts of theft under $500 and five counts of fraudulent use of a debit card under $500. He allegedly committed the acts between Oct. 23 until Oct. 29.
In a third true bill, Simpson was indicted for theft over $1,000 during an Oct. 31 incident.
Tommy Lynn Martin, 48, was indicted for a June 22 incident in which he allegedly drove under the influence and violated the ignition interlock device law. Allegedly his fourth offense, Martin has three previous DUI convictions occurring on June 28, 1985, June 14, 2001 and July 7, 2005.
Kendra Elise Powell, 43, was indicted on two counts of driving under the influence and one count of violation of the traffic control device law. Powell allegedly had a blood alcohol level in excess of .08 percent and was allegedly under the influence of a substance affecting the nervous system during the May 12 incident.
Jessica Marie Miracle, 28, was indicted for allegedly possessing a schedule II drug (methamphetamine) with intent to deliver or sell and drug paraphernalia during an incident on May 17.
Brian Timothy Elliott, 29, was indicted for allegedly stealing property valued over $10,000 during an incident on July 27, 2012.
Robert Wesley Phipps, 30, was indicted for allegedly passing worthless checks over $1,000 during an incident on Aug. 3, 2012.
